I solve the problem.
Routine for EI012 cable work with slow rate, big
delays. I have TDI pin conneced to second part
74HC367, other pins are connected to first part.
Wiggler routine is faster as EI012 (I don't know why),
therefore TDI has lower delays as EI012 cable; this
was main problem, in delays. When I test it in parts,
it works, becouse low rate and delay don't do
fundamental thing. When I connect TDI, TRST, TCK, TMS
to first part and TDO to second part, it works fine,
all signals have same rate and delay.

btw: Be carefully, when you make JTAG interface, what
parts you select.
