I could be wrong, but I think they require their jlink server to run on a Windows host, so they recommend using your linux tools in a VM so they can talk to Windows. Or, is it vice-versa (linux host and Windows VM)? Anyway, VMware has come a long way in recent releases and it's now much faster and less buggy. It makes a lot of sense if you need both Windows and linux on the same computer, and at the same time.
