If you want starter kits in Brazil, take a look at Elasys, I am working right now with a development kit with LPC2106. In my opinion, they have very good prices. Anacom have other kits with LPC2106, but a little more expensive. Elasys and Anacom are in São Paulo. Here in Curitiba, eSysTech works with starter kits for ARM, but only Atmel chips. But is another good choice too.
