Check out my site http://www.wackyland.net/ARM7kits.html, there is a list 
of ARM 7 development kits, most are reasonably priced, and a lot cheaper 
than Keil's.  (Again, if anyone has anything to add to this site, please 
let me know).

Secondly search the archives of this group for "wiggler clone", or do a 
google search for that.  Recently there has been a fair amount of 
discussion on how to make your own JTAG wiggler-style debugging cable, if 
you are crafty and careful you can make it for next to nothing.

If you are new at this I would *Strongly recommend* that you do NOT try to 
make something yourself as your first project.  Keep in mind that nothing 
and noone is perfect, so there will always be problems.  You will spend far 
longer in the long run trying to figure out "ok, is this problem due to my 
schematic, due to a hardware issue, due to my soldering, due to ...?", 
whereas the < $100 to buy a ready made development kit with software and 
tools and everything is far easier and cheaper in the long run.  For ~ $100 
USD you can easily have a development kit shipped to you, buy a wiggler 
clone and have everything that you need to start development the day that 
you receive the hardware.

Doing this yourself will probably take you (conservatively) at least 50 
hours of development time, anywhere up to 200 hours.  Unless your time is 
worth less than $1/hr, it's better to just buy something.
