I don't think you actually need to setup an SVN server at all if you use the file:/// protocol. I just have a repository(s) on a file server that people connect to directly. Works really well. Just means you cannot use a browser interface, but why would I want to anyway? I do actually have an SVN server installed on one machine simple because the server installation package includes the hot copy utility used for backing up the repositories, whereas the tortoise client installation package doesn't.
