I'm from the US and I agree completely.  If DigiKey doesn't have a 
bunch available in Qty 1, I don't use the part.  Having Qty Available 
= 0 doesn't count.  Having to order 3000 minimum doesn't count.

Where I worked before I retired, we couldn't accept any samples 
whatsoever.  If a document had the word 'proprietary' on it we had to 
forward it to an omsbudsman and write a memo about how we could 
possibly be stupid enough to have taken it and basically pleading to 
keep our jobs.  If we had a competitor's sales literature, we had 
better be able to prove we got it in a public forum such as an open 
seminar.
