Nick,

I get 0V on the TX pin at 9V.
It is clear from the schematic that the board won't work at 9V. I 
was also a bit afraid of upping the voltage as the current increased 
a lot. The trick is to start at 12V since the regulators draw very 
much current when fed below nominal voltage. After the rectifying 
bridge there is 7805(and the schematic says 12V there!). There is 
also a 1N4733 5V zener-diode. Thus, att 9V there's only 4V left for 
the LM1117 3.3V regulator which has a minimum voltage drop of about 
1.0-1.2V minimum (4.3-4.5V in). The core may get the correct voltage 
but the peripherals won't.

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
