unless you shorten the zener Z1, 9VDC will not be enough to make the
3.3V regulator work reliably (9V - 0.7V - 5.1V = 3.2V left for the 
regulators, while the minimum dropout voltage of the LM1117 is about
1.1V, thus requiring a minimum of 4.4V to produce 3.3V). So the minimum
DC requirement would be 4.4V + 5.1V + 0.7V = 10.3V for this constellation.
If you shorten Z1 by installing J1, 4.4V + 0.7V = 5.1V min. would be 
sufficient.
