LPC2000 Flash Utility 2.2.3 supports LPC2148.  Start at "All LPC2000 
Products" at http://www.standardics.philips.com/products/lpc2000/all/ , 
open a CPU, select Support Docs.

I haven't yet found a way from http://www.philips.com to that "All 
LPC2000 Products" page.
