I´m using LPC2000 Flash Utility V2.2.3 and it works well. I´ve downloaded lpc21isp source code and compiled using DEV C++ and it is working very well for me, and is better integrated with my Programmer's Notepad 2 than Philips' program.

I´ve not found any other free software that does this task, but I don´t believe you need anything else.
