That's how some serial ISPs work even for internal flash. The ST10 as an example loads something like 16 bytes from the serial port to a fixed memory location and then jumps to it. The serial ISP process is a set of step loading larger programs into RAM until you have one that can handle the flash programming. It's a lot more straightforward than I just made it sound.
