Olimex is best in terms of value, they start at about $60.  They can also 
supply a JTAG interface. Olimex has details of the free GNU tools for the 
ARM, or you could download the IAR tools (limited to 32k for C code,IIRC). I 
use the CrossWorks tools - they use the GNU compiler but have their own IDE 
with an excellent debugger.
