No, switch to LPC2103 by mistake, due to someone set off some
false alarm on LPC2124/3x/4x, claiming:
- External JTAG breaking in before Booloader could disables the
  JTAG port fast enough (Some 30-70 clocks thing)..??
- Philips planted a Trojan horse inside the bootloader..??
- Crashing of bootloader by some undocumented ISP commands..??
And that expert never said anything about LPC2103. So implying 
LPC2103 OK??

Don't know how to use your complex utility.   I only need to know
if JTAG is default as OFF for LPC2103.  Following is the few 
DWORDS from bootloader (Cut and paste from hyperterminal, pls
use any C-compiler to generate to Bin if needed):
