I've never heard of any dev tools that work on a Mac, but maybe
Rowley's CrossWorks might. I don't advise using a Mac for developing
embedded applications because of the poor tool support in general.

Get a board based on the lpc2148 or AT91SAM7S. Both of these are
modern chips and somewhat complex. The Embedded Artists Education
board may be a good place to start.
