error for RDI in keil "MISSING DEVICE (R003:SECURITY KEY NOT FOUND)"

hi,
i configure keil for working with RDI for
wiggler jtag but when want to start debug 
a massege box apear that write:
 MISSING DEVICE (R003:SECURITY KEY NOT FOUND)
 Running in eval Mode.
and then download the code but the code doesn't run.
please tell me what should i do?
