I will add here that the manual is quite correct ;) I've had the PLL
programmed incorrectly and the only obvious effect was to make the serial
baud rate rather odd. Otherwise the micro seemed to be operating properly
and at the correct speed. I suspect the side effect can be even more
subtle than that.
