Lpc2000

I have an olimex development board i am using. I applied power today
and it didnt seem to be functioning and just got really hot(the
lpc2106 chip itself). Asssuming i can find the issue with the board
would it be likely that my lpc2106 is still in working condition or
completly fried? I need this for a university project and am on a very
limited budget and cant afford a replacement.

Measuring the voltage across the input power pins (9 volts) dropped to
about 3 volts so i dont know where the other 6 volts went. Tried
probing around but didnt want to fry my chip any more. Thanks
