Check your JTAG connections against my Wiggler '210x interface:

and make sure that you have the equivalent pins on your target board 
connected appropriately.

You might need to reduce the connection speed for the JTAG interface 
(Wiggler Properties). Also, ensure that you are using the correct 
port on the PC.
