The Ashling PathFinder/Opella combination works as well and now has LPC213x
support.

The Ulink / Keil software is probably the most convenient way to flash
the external memory on the Phytec board today. I would not know about
another utility availble that would do it independent of the compiler
tool chain. May be IAR has something similar using their J-Link but I
am not sure. In the past when I worked with Phytec boards, they
provided a Flashtool, designed to program the external, on board
Flash. Don't know why this is not done with the LPC2000 board. 
p.s. may be some requests directly to Phytec could help here
