I don't get it? Are you using the JTAG for production rather than the serial boot loader? If not, you only need JTAG on the development board - so why bother with a connector. On the last board I put 7 holes in the board (5 JTAG GND and 3.3v) and for development ran off a few wires to a flying Gigantoass 20 pin male connector. If you have a delicate hand with the soldering iron you could probably solder some fine leads directly to the up pins. - rough, but it saves board space (Important for me).
