I down load OCD Commander and short P1.8 and P1.15 as you mentioned .
OCD Commander can read the register and cpu status, but while i
trying to download the elf file, it reports \ufffd\ufffd

This phenomenon is samilar to using armdebugfinal software.
If wiggler is doing well with lpc2104\ufffd\ufffdwhy it can not going along
with my lpc2124 chip. Faint...
I am trying my best to find it out.

That is strange. I've only used it with the LPC210x, so can't help.
