That's pretty interesting.  How did anyone ever figure out this 
behavior?  In our case I think we would experience this 1 out of 
about 20,000 arbitrations (randomly generated ID would pass through 
our filter).

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
