I was told by someone at Philips that RTXC1 (input pin) should be 
tied to ground, and RTXC2 (output pin should be left unconnected).

This makes sense to me.  Leaving an input pin floating does not sound 
like a good idea, even if the function of that pin is disabled.

Philips Apps: How about spec'ing this in the next Data Sheet and User 
Manual release.
