What I did (with an LPC2138) was to put a ground layer (polygon) under 
the  board (top and component side) extended out to under the Xtal. In 
the 2138 this ground plane was divided into 3 segments by the VCC lines 
which came to the center. I joined the segments  by three vias and a 
smaller polygon on the other side of the board, putting a 0.1 uf cap 
right under the chip for decoupling.

I'm not expecing significant EMC except in the Houdini band.
