It was a very good idea. I found my problem. The DBGSEL – Pin was high,
so it didn’t work.

That probably makes sense.

That looks OK.

(I'm more used to seeing something like

#define PINSEL0 (*(volatile unsigned int *)(0xE002C000))

or

extern unsigned int PINSEL0;

where PINSEL0 in the second case is defined by the compiler, the library
or 
somewhere else in the link path.)


I just tested an an example here and it works just fine, but before I
offer 
to post it, I have one other thought.  Do you, by any chance, have the
JTAG 
interface turned on?  If so that would explain why you weren't seeing
any 
toggles.
