Bill, Have a try at using CrossWorks for ARM (www.rowley.co.uk) - see if we do any better. As I've mentioned before the LPC nSRST implementation resets the TAP which makes getting the chip into debug mode potentially problematic (the processor can run after reset but before getting it under debug control).
