I think I have found problem . It is ST Microelectronics's ST3232EBD
replacement for MAX3232. Due to shortage of MAX3232 from TI I have 
replaced this chip with ST Micro chip. It run OK if board was 
programmed from JTAG and then RS232 port was used to communicat . 
But ISP ( Phillips and LPC21ISP were crashing  ) . After replacing 
ST3232EBD to original MAX3232 all is OK again ( wasted 3 days !!!).
