Lpc2000

The RTCK line is used for debugging on the LPC21xx. We have support for 
this in CrossConnect and I believe that Amontec have support for it. The 
wiggler doesn't support it and some boards with LPC2xxx don't have it 
wired up so all debug solutions must be able to live without it.
