CrossWorks ("The Rowley Tools") works well with the Segger J-Link for
many customers. We do, however, offer our own fast, cheap (£99) USB to
JTAG adapter but you can use a wiggler if you want to. The Segger unit
is not targeted to any one toolset per se, but IAR do seem to have a
preference for that particular device.
