I am new to the ARM uC and the Keil tools

I have a Keil MCB2130 board with a 2138

I have the Keil ULINK connected to a USB port (and the USB light is on)
and windows recognized it as a USB device. It is connected to the eval 
board through the JTAG connector.

A seperate USB connector powers the board and the power led is on (and 
i verified the voltages on the board)

I can build the blinky project, but can't download it to the board

When i try, the COM led lights on the ULINK, but i get a "JTAG Comm 
failed" error message.

Any ideas would be appriciated!
