The Keil's board doesn't support soft connect,
you need to add extra H/W logic to make it work.
Go to Keil's website, these is an app-note about that.
I also suggest that you fix the VBUS issue mentioned
on Keil's website.
After adding soft connect logic, to test unplug and
unplug, I also suggest that you use external power
on the board.
