As I know P2.0 - P2.31 as output use (LPC2294).  I do not have EM.

can't see the question in your posting but I assumed you wanted to
know whether P2 can be used as output if you don't use an external
memory interface. 
Yes it can be used as regular digital I/O

I have the solution.  In Header_Datei of compiler manufacturer P2 was 
not defined as port.
