LPC2148 USB connect pin function

The pin n°17 of the LPC2148 connects or disconnects the USB, tying up the 1,5Kohm resistor to the USB D+ signal. The Set Device Status Register, bit 0 "CON", defines the SoftConnect function but does not define the polarity (one or zero) of the output pin, when the "CON" is programmed in "1".
