My wife Diana is a webmaster and recently started using the open source 
Zen Cart for a bookstore:

She is not a programmer, but found the Zen Cart easy to administer and 
with very good support.  Your questions are answered quickly.

You might want to inquire at Lunar Pages about hosting your ordering.  
Lunar Pages provides Zen Cart.  Diana works for a non-profit 
organization with a small budget.  The hosting cost can be as little as 
$8.00 per month.

As for Ruby on Rails, it's a very hot database to web development 
framework, based on the Ruby language.  But you do have to be a programmer.
