With power off, get a DVM and measure the resistance between tip and sleeve 
(signal out and ground). Use a patchcord plugged into the jack, take DVM leads 
and be SURE your hands are not touching the probes, make the measurement.

Sometimes new folks overheat the coax, shorting the outputs.
