I pulled out the schematics and probed around.  I wasn't getting any -12 out 
of U8, only something like .82 volts.  NO WONDER, I had U6 (LM78L12) and U8 
(LM79L12) swapped.  I guess I'll have to remove the bracket and swap them and 
see if I didn't blow one or both of them.  The LM79L12 in the wrong position 
still provided me with close to 12 volts, 10.82 to be exact.
