It is an SFX console, obviously a rare black one. I know about this one as I have played with it for a few hours about 5-6 years ago. It is one a few that were painted black orinigally before they started with the standard BBC grey finish. This one was used at ATV studios in the UK and was the one used on "Emergency ward 10", a popular hospital drama in the 60's. It had about 6 specially made up tapes in amongst the rest which were a different colour and these had hospital type sounds on that were not standard. The place in the video clip is the National Media Museum's storage facility in Blackdyke Mill near Bradford, Yorkshire. When I saw it it had a poorly left hand cycling motor that had burnt out. Probably had it's clutch over tightened which can jam the gearbox. The curator told me at the time they were planning to display it but had not yet thought of a context - apparently they still haven't.
