That is glue.  Tall parts were generally glued down so their high 
center of gravity wouldn't end up cracking the board or otherwise weaken 
their connection to the traces/pads.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
