AFAIK, this regulation applies only to equipment ASSEMBLED after 2006, using, reusing, and recycling old gear is not prohibited. Even more, it's still legal to use leaded solder and leaded parts for repairs of old (pre 2006 that is) stuff. About inferior longevity - I think you could paint the PCBs with some thick lacquer to at least prevent them from whisker threat.
