Be carefull here. I may have misunderstood your origional question:
 "I have an XL rom in my MP-7. The XL-7 patterns do not recognize 
the presets. Do I just download the XL presets in the files bank to 
correct this?"
I dug around in the archive and found the the thread on this issue - 
and I think rEalm summed it up really well .So I´ve cut and pasted a 
few relevant points he made because i´m not having muck luck 
hyperlinking previous mails:

your Patterns and Songs. That means that your Preset, Multi Setups, 
Arps,
and all other settings must be backed up via sysex dumps to an 
external
sequencer. Luckily, most midi sequencers will accept Sysex dumps, so 
this
isn't too much of a hassle. Some important things to check before you
start:

1. Obviously, you need to make sure your sequencer of choice will 
actually
support MIDI Sysex Dumps. Most of the major sequencers do (Logic, SX,
Sonar, Pro Tools, etc), and plenty of budget sequencers do as well.

2. Make sure that the sequencer isn't set to filter out sysex data by
default. Most sequencers are set to ignore sysex commands when you 
first
get them, so you will need to go into the MIDI Preferences (or 
wherever
it's located) and set the software to accept these messages. Look in 
your
respective manuals for more details.

3. Make sure you have turn off MIDI Thru in th esequencer as well, no 
need
to send the XX-7's the same data they are currently sending! If you're
lucky, the XL-7 will only lock up on you, if not... well I suppose it 
is
possible to lose some Presets.

Ok, now that you've check all the of the sequencer, we're ready to 
begin.
The first thing to so is to create a new song in your sequencer, and 
then
create a few MIDI tracks in that song. Make sure you assign the 
correct
MIDI In port on each track, it should (obviously) be the one connected 
to
the MIDI out of the XX-7.

Most of the settings that can be sent as Sysex are in the MIDI menu, 
on
the page called "Send MIDI Sysex Data". Once you get to that page, you
can cursor to the lower line, and select the following type fo data to
send:

- Current Multisetup.
- Program/Preset Map.
- Tuning Tables.
- Multimode Map.
- User Bank 0, 1, 2, or 3 Presets.
- Current Preset.

The only setting not sent from this page, is the the User Arps, which 
can
be accessed in the Arp menu.

Once you decide what setting you want to transfer, start recording on 
the
external sequecner, then press Enter on the XX-7. Wait until it's 
done,
and you're all set! If you get an error message during the transfer, 
you
might want to try raising the Sysex Packet Delay in the MIDI Menu.
Personally, I can use mine set to 25ms with no problems (recording 
into
Cubase SX), though you may need to use a higher value in order to get 
it
to work properly.

Restoring Sysex back ups is even easier, just play back the data on 
the
MID track into the XX-7, and it'll automatically overwrite whatever is
stored in the appropriate place. Easy! If you need more information,
check pages 168-169 in the XX-7 manual (revision G).

I dont know which version of cubase you have.
To begin with I would recommend cubasis. V.Simple -and encompases all 
midi needs.
Remember, the sysex file you downloaded is a midi file (seen as .mid 
data on your pc) and these are imported into a new cubase SONG(.sng) 
or ARRANGEMENT(.arr)so you can direct them to the appropriate place.If 
you just click on it it will probably open in winamp or somthing and 
could start screwing your pc midi settings up. When imported you will 
see the midi PART(.prt) in your arrangement.
A rough generalisation is to imagine (and i think all ex-atari cubase 
users would agree) that arrangements (in cubase) are like patterns(in 
your xl7) and parts(in cubase) are like tracks(in your xl7).
With the advent of audio-cubase is now obviously much more than this.
