Right, which coincidentally is the same as my #3... =)

And the reason no one found it before is that probably no one (except
now you) uses that feature in the XL-7s... =)  It was a "hold-over"
feature from the Proteus line.

The bug is simply that changing the tempo via the tempo controller
doesn't properly alert the sequencer that the tempo has changed (like
the other methods do), so it doesn't know not to change it.
