Data wheel jump is usually an independent problem......they get dirty and need to be cleaned since they are not sealed. Just use a good contact cleaner, I used Radio Shack 64-4315 Tuner Control Cleaner/Lubricant, sprayed into/down the top shaft after the knob was pulled off. Also told a product called De-Ox works well. I just cleaned 12 encoders yesterday on a Yamaha SU700 I just got....they were tight and erratic....now they feel & work like new....no skips.... Could be mechanical problem, OS problem, or user error.
