If I got an XL-7 or an MP-7, can you take out the Rom it is shipped with, So I could customize it with the Beat garden, Techno construction yard, a flash Rom, and World Expidetion?

Yep. Or, you could just add the new roms in one of the three empty slots. So do you mean can you choose what rom it ships with? So do you mean is there some way to choose what rom it gets shipped with to you? (IE opt to get the Protozoa rom instead of the stock Xtreme Lead one)? If this is what you meant, then no.
