The fact that the Xpander ICs are in sockets is a bad thing- for reliability, but great for troubleshooting. It's highly probable that reseating some ICs may fix some problems, but they are likely to return in the future, when the contacts between the IC pins and the socket receptacles get dust/corrosion on them. You have to be very gentle when reseating IC's so as not to bend/break pins and crack the circuit board.
