Laurie No, it's my usual doubt with the EXP pedal... Anyway I should have understood something, let'see if I got it.... -Among the exp circuit the Vactrol tube has a big importance , not just because it is driven by the pedal but because it seemingly has a relationship with the general volume or the fundamental frequency of the VCOs -This relationship can justify why with lower notes the sound seems more "filtered" : the Vactrol has a less emission of light when the volume is low, therefore being the low notes perceived at a lower volume than high notes , the filter network would be driven by the Vactrol even with no pedal CV going on, to get that kind of Loudness compensation. -So the filter network in the exp circuit are definitely NOT fixed and they track the keyboard , although with regards to the volume...
