Have any of guys ever come across these adds? Obviously it is scam, is
there any way to stop these people?

If you know where they live, bring some of your friends of the local Hell´s Angels Charter with you and pay them a visit for a party :-). If not, ignore and stick to the Latin saying "caveat emptor" :-).
