Does anyone know if this Mouser part is compatible with the original Toshiba TC4051P IC used in the TSB boards 1 and 2?

Try this cross reference search engine from NTE  http://nte01.nteinc.com/nte/NTExRefSemiProd.nsf/$$Search?OpenForm  I use it sometimes to find an interchange\match.of ic's.      but most important its best to compare DATA SHEETS between specific ic's

No, this is a TTL IC. You want a CMOS one MC1451 or any 4051 CMOS 4000

Not quite. It *is* a CMOS chip, but made in a technology with smaller structures which only allows lower supply voltage than the old 
4000 series, and with TTL compatible thresholds.
74HC stands for "high speed CMOS", and 74HCT stands for "high speed CMOS, TTL compatible".
*Not* compatatible with the old 4000 series, as we all agee.
