It *is* a CMOS chip, but made in a technology with smaller structures which only allows lower supply voltage than the old 4000 series, and with TTL compatible thresholds. 74HC stands for "high speed CMOS", and 74HCT stands for "high speed CMOS, TTL compatible". *Not* compatatible with the old 4000 series, as we all agee.
