usually it's when they have to start a production run, in order to 
minimize initial cost (tool and mold changes etc.)
The 1000pc. quantities may be for stocked goods.

BTW, regarding shipping: ask them how they pack the knobs!
I got my Maplin order in a big box (appr. 70x40x40 ccm) which turned out 
to be a shipping box of 1000 pieces of K7B knobs (the MOTM look-alikes).

Can't tell the weight since the goods were different and the most things 
  were this fluffy stuff to protect them but I'd guess that shipping 
would be rather expensive.

So as you allready stated, everything may sum up.
