I had the same problem.  It turned out that I needed a newer version 
of MS Installer (now called Windows Installer), available for 
downloading on the Microsoft site.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
