I don't know offhand of any site you can go to for information, but sites 
offering basic electronics knowledge shouldn't be too hard to find.  And you 
can learn as much as you need to...

If you want to do serious testing on it then you need a multimeter (which 
reads voltage, resistance, and various other things depending on how nice a 
model you get).
